Buying or selling land? Here's why location information is your most important document

Buying and selling land for many is a dream come true, a step closer to owning their own home or starting a successful business. However, in the world of real estate, the term building land on paper doesn't automatically mean you can build everything you've imagined on it.

Imagine finding the perfect plot of land, agreeing on a price, registering as the owner, and hiring an architect, only to find out at the city office counter that the land is in a water protection zone or on an active fault line. To avoid such costly mistakes, it's crucial to obtain one document in time – that is location information.

What exactly is location information?

Location information is an official public document issued by the competent city or county office for construction and spatial planning. It does not give you direct permission to build, but it provides a complete insight into the valid spatial plan and urban planning rules that apply to a specific cadastral parcel.

It is the "ID card" of the land, from which you learn what is legally permitted and what is strictly forbidden on that site.

What information does this document reveal?

When you analyze the location information, you will find answers to key engineering, legal, and urban planning questions:

  • Zoning designation: Is the land designated for residential (S), mixed-use (M, M1, M2), or commercial (K) purposes? For example, in a mixed-use zone, predominantly commercial (M2), the law often dictates that the ground floor of a building must be commercial, while apartments are only permitted on upper floors.
  • Urban regulations and building parameters: What is the maximum building footprint (e.g., 30% or 40%), how many stories you are allowed to build, and what percentage of the plot must remain as natural green space.
  • Hidden restrictions and water protection zones: You will find out if the plot is located within a sanitary protection zone for drinking water sources, which entails strict environmental regulations for drainage and prohibits certain activities (such as auto repair shops).
  • Seismic and tectonic data: The document clearly states the predicted earthquake intensity for the area and whether any active fault lines run through the plot, which dictates special and significantly stricter structural calculations for the building's foundation.

Why is location information important if you are SELLING land?

As a seller, obtaining this document should be viewed as your strongest selling point:

  1. Builds trust and speeds up sales: Serious buyers and investors don't want to buy a "pig in a poke." Presenting them with a fresh location information document alongside the title deed immediately demonstrates professionalism.
  2. Justifies the property price: If the document proves that a multi-apartment building or a larger commercial property can be built on the land, your negotiating position significantly improves.

Why is it indispensable if you are BUYING land?

For the buyer, this document is the best insurance for the entire investment:

  • It is the only guarantee that your architectural conceptual design will not be rejected when applying for a building permit.
  • Even if the land borders large industrial or commercial facilities, new construction is always subject to currently valid, significantly stricter environmental laws than existing neighboring structures. Location information immediately reveals the challenges you face.

How to get Location Information?

The application is submitted to the municipal spatial planning authority in your city (e.g., the City of Zagreb for the Zagreb area). Today, the application can also be submitted very easily electronically through the e-Građani system. Along with the application, an administrative fee must be paid, and the exact cadastral parcel number and cadastral municipality must be provided.
